The call
A facility manager reports the rooftop packaged unit serving a retail space is running but not cooling. Fans and compressor activity are audible on the roof, yet supply air is not cold and the space temperature is climbing through the afternoon.
There is no alarm or fault code on the thermostat or the unit control. Staff have already set the thermostat lower with no change.
Work the sequence: confirm the complaint with temperatures, split indoor airflow from the outdoor section, then inspect and test the high-probability items. Refrigerant is the last conversation, not the first.

A packaged rooftop unit pulls return air through filters and the indoor coil, the compressor moves heat to the condenser coil, and the condenser fan rejects it outside. A healthy unit produces a solid temperature drop between return and supply air. Capacity depends on airflow at both coils long before it depends on charge.

Why this diagnostic order
Rooftops rarely have one fault; they have two years of deferred maintenance. Restricted indoor airflow and a fouled condenser both look exactly like a charge problem on a gauge set, so airflow and heat rejection get proven and corrected first. Only against a clean baseline is any refrigerant measurement meaningful.
